Startup Overhead Cost Benchmarks 2026

Median startup G&A is 18% of revenue at Series A. Benchmarks for overhead costs including rent, legal, insurance, and compliance.

4 datasets·Source: culta.ai Research·Updated: 4/8/2026

Methodology

Data compiled from Carta, AngelList, and Kruze Consulting covering 5,000+ venture-backed startups. G&A percentages represent medians at each funding stage. Rent data sourced from CBRE and WeWork occupancy reports. Legal and compliance costs from Startup Law Center surveys. Updated for 2026 market conditions.

Understanding the Data

Overhead costs are the expenses that do not directly generate revenue but are necessary to keep the business running: rent, legal, accounting, insurance, HR, and general administration. For startups, managing overhead efficiently is critical because every dollar spent on G&A is a dollar not spent on product development or customer acquisition. The median startup spends 15-25% of revenue on G&A, but this varies significantly by stage and business model. Use our expense optimization assessment to identify where your overhead spending exceeds benchmarks.

G&A as a percentage of revenue naturally decreases as companies scale, because many overhead costs are semi-fixed. A seed-stage company paying $3K/month for accounting software, $2K for legal retainer, and $5K for office space is spending $10K/month on overhead regardless of whether revenue is $20K or $50K. By Series B, these same costs might grow to $30K/month, but revenue has typically grown 10-20x, pushing G&A below 12% of revenue. The key insight is that overhead costs should grow sub-linearly relative to revenue. For a broader analysis of operating expenses, see our guide on operating expense benchmarks.

Rent and office costs have undergone the most dramatic shift in the 2024-2026 period. The rise of remote and hybrid work has pushed median office cost per employee from $800/month in 2022 to $400/month in 2026, as companies shift from dedicated offices to flexible coworking arrangements. Fully remote startups spend $50-100/employee/month on virtual office tools and occasional coworking passes. However, companies requiring physical presence (hardware, biotech, manufacturing) still spend $600-1,000/employee/month on facilities.

Legal and compliance costs are the most commonly underestimated overhead category. Seed-stage startups spend $15-30K annually on legal (incorporation, IP protection, initial contracts), but this jumps to $75-150K at Series A as regulatory requirements increase with fundraising, employee count, and revenue. Companies in regulated industries (fintech, healthtech) should budget 2-3x these figures. Insurance costs similarly scale: basic D&O and E&O insurance costs $5-15K annually for seed-stage companies and $25-50K for Series A/B companies.

Key Insights

G&A as a percentage of revenue decreases from 35% at pre-seed to 8% at Series C+ as scale economies compress overhead costs relative to growing revenue.

Remote work has cut median office costs per employee by 50% since 2022, from $800/month to $400/month, making it the largest source of overhead savings in the 2024-2026 period.

Legal and compliance costs are the most commonly underestimated overhead category, jumping 4x from seed ($22K/year) to Series A ($85K/year) as regulatory requirements scale with fundraising and headcount.

Startups spending more than 25% of revenue on G&A at Series A should investigate whether they are over-investing in infrastructure relative to their growth stage.
